The heavy smudging results in a very blurry image during playback, as is usual for interpolation of any kind.

For some reason it also uses variable frame rate mode, and either has the SEI stripped or didn't use x264 at all (but some shitty inferior H.264 encoder). Likely doesn't even use CRF as the rate control.

@bubblet321 If you're using SVP, try and see if you can switch to Blend mode and use "Simple" or "Complex" for SVP shader. That should help remove some extra frames as read on here: https://www.svp-team.com/wiki/Manual:FRC

Otherwise, that's a shit-tier re-encode.
