HorribleSubs isn't a translation group, they just rip streams. Someone will likely sub the new A-Channel OVA sooner or later.

Pretty sure there's no "right" person to ask since as far as I know, not a single fansub group takes requests.

Doki are supposedly a fansub group, I dont know if its true, but their subs and fonts are the shittiest, after FreakCrSuBuS fonts of course
