This is the first Banner of the Stars series, which aired in the Spring 2000 season and was fansubbed by Elite-Fansubs & Anime-Empire in early 2002, according to the file release dates on AniDB.

Source: AniDB says DTV, but the brief Anime-Cartoon watermark suggests HKDVD.
