Is this an upscaled VHSRip?

What's with the horrible interlacing in this release?

With GOU out right now, I can't seem to find a decent 1080p release/encode for season 1 other than this. Anyone have a link to one?

I'm seeing interlacing artifacts on this where there's motion.
