This is Nisemonogatari episode 1 including both in-character commentary audio tracks and English-translated subs to go with them.

Video, audio and actual show audio subs are all exactly the same as the UTW release. This is basically just the UTW release with our subs for the commentary tacked on. If you already have that release, consider just downloading the .ass files here: #537163
