Steins;Gate Dual Audio Ordered Chapter Fix

This is a fix for the broken ordered chapters in #395311. I actually put a fix up in the comments section but then realized that the fix I linked was an older, incomplete version and when I tried to post the updated one I got spam filter'd. So for those of you who grabbed the dual-audio release of Steins;Gate, here's what you need to get everything working. Instructions are included.
