What's the point of releasing a 1gb hevc release?, if you're going to encode it, compress it more..
Hevc can easily go down to 400mb with the proper settings without losing quality.

Why? Because they can, that's why.

HEVC and bitstarved files are not the same thing.

ari-m, encoding exists in order to get rid of artifacts common of videos such as aliasing, haloing, and banding. Not to make files smaller. We release files as large as they need to be to not create more artifacts.
