What exactly is "WEB" supposed to mean in the context of these uploads? this series hasn't had that in the title until this one and the previous episode release. Does this mean MTBB plans to do a new release when the BD version becomes available?

It means the source is a WEB stream, and yes, MTBB will most likely do a final BD release when all of the volumes are available.

The worst episode of the season by far, at the very least this hideous arc is gonna be over soon. Let's hope he can fuck the elf and be done with it.
