Wait, how did I miss the 1-hour edit window? Anyway...
I should mention that CRF encoding actually allocates less bit rate to higher motion, not more as you might think.
More detail = higher bit rate. More motion = lower bit rate. Combine both axes and you can start to guess what the results will be.
