People re-encoding older anime with newer codecs or newer filters/techniques is utterly normal and commonplace. Nyaa is an enthusiast torrent tracker, not a normie CR-subscriber dub-watcher tracker that only keeps the most mainstream popular shounen slop or whatever you were expecting. There are still seeds on torrents from the late 2000s.
