From what I heard, episode 13 is so delayed because all the time slots on the TV network it's airing on in Japan are full, and the schedule for the production of the show was messed up (hence the unnecessary recap episode). Hopefully this won't mess with things too much cause it really is a great show.

Hermandshot is an idiot. The series was always going to have 12 episodes. However, they were so far behind with making the show that they had no way of finishing episode 8. So they made a recap episode and labeled it 7,5 originally. But then, they changed their mind and re-labeled the episode as 08 and pretended that they planned a recap episode the whole time (The "No, I meant to do that" defense). As such, they deleted the twitter post that specifically mentioned the recap episode as 7,5. The "special" episode that will air and is just the original episode 12. Also, this show is great. And Hermandshot is an idiot. I know I said that already, but it's very important so it needs repeating.
MrDolph, a cour ca be 12 or 13 episodes. Even 11, sometimes. A cour simply means a season. Each year has 4 seasons/cours.

I wonder why all anime studio don't just add 3 more month to their production. They could still have the same schedule to finish it but if something happens and it gets delayed they don't have to worry about the airing.
