not sure no watermarks matters when the video is the wrong fps lol
French videos are always 25FPS. They followed the SECAM standard.
you say that like it's unfixable when it most likely isn't
Well.. it is technically possible to change the frame-rate and re-encode but not recommended.. there would be loss of quality because you are re-encoding a already compressed source and there is also a possibility of introducing stutter in the video given frames are dropped/created based on the source frame data. Which is why no one goes out of the way to change the frame-rate for a rip from a UK, EU, AU source which are at 25 fps.
ps, changing frame rate is lossless. This release prioritizes the French dub, since it's unmodified, while the Japanese and English have been pitch shifted.
Using ffmpeg I have had mixed results but if you can produce the video with the film frame-rate without re-encoding, that would be cool.
ps, use mkvtoolnix
The framerate change on mkvtoolnix is not honoured by many players because it is at a container level. If they do support, they often have stutter. Having said that, I might just rip the original source to H265 with a framerate change.
mkvtoolnix adapts AVC 100% correctly with "fix bitstream timing info" option.
If you need to change HEVC frame rate, then you have to use ffmpeg for video stream fix (again, no encoding required).
