[SubsPlease] 720p used as source

This is a 1-man operation that is just for fun, trying out x264 720p re-encodes at small file sizes for those with bandwidth limits. The goal is to be one of the smallest file sizes but still maintain an acceptable size:quality ratio

If you have spare bandwidth, maybe compare it with another mini-encode or even straight up against the source and let me know what you think

I will not be doing x265 encodes because I do not have enough expertise with it and many others are already doing it
