Yea, doublechecked BDMV and unfortunately it just seems to be legal disclaimers and trailers outside of this chunk I encoded.

I had huge artifacts at 18'26"
Am I the only one seeing those glitches?

Didn't see artifacts on your screen, but that's the exact moment I have a huge glitch.

Wondering what player you're using. Tried with mpc-hc from k-lite package and also vlc. Both gave the issue at that exact spot.
I did notice I don't have the glitch if I move that part frame by frame (that's how I took the 2nd pic). Only when the video has ran in full screen

Mpc-hc is no longer being developed and is a bit glitchy with hevc. Vlc is kinda meh in general.. I would reccomend using mpv. The UI takes some getting used to. https://mpv.io/installation/ shinchiros builds for Windows are the most up to date. lachs0r's builds are a bit old and there is a seeking bug with hevc in them. File associations can be set up easily with the mpv install bat https://github.com/rossy/mpv-install/blob/master/README.md

Took me 10 min to install and setup the conf files so I hadit to my liking, but it's working great and no artifacts anymore.
