CR used different encoding settings here.
And they actually fixed SCENE (subs timing was broken for ~2years or so).

you know you can just fix the timing by remuxing the video and setting the FPS in mkvmerge to exactly 24000/1001 FPS, right? the subs aren't actually mistimed. CR's video just has the wrong FPS.

everyone keeps saying this to me, and I want it to be what's happening, but when I look at the video in mkvinfo/mediainfo, the framerate appears to already be correct: erai framerate is correct but subs are still a frame earlier

all you nerds are over complicating everything. In your quest for the best you have to suffer with more flaws and errors than just enjoying the end product. The subs never break for me, and i'm just using mphc with k-lite.
