The only bad thing is the fps. Why the fps is 30 instead of 23.976??

im gonna seem really dumb but can someone help me out. how does itunes have it in HD is my question. the dub is only being released in the box sets by viz in SD quality, which amazon and itunes distribute when they release. where are they getting hd copies of the dub? same with adult swim/cartoon network releasing episodes in 1080p, how?? where are they pulling these from
