PP (IV): deinterlace, descale, shrink luma range, strong denoise

Notes for IV

The IV contains super noisy video recordings, and therefore strong denoise was applied.
Also, the luma plane exceeds TV range in the bright part, so the range was shrunk. Chroma was not touched considering that it doesn't matter too much.
Some textbox background or moving text flickers. Blame Pony Canyon.
